The VA Office of Research and Development at the Michael E DeBakey VA Medical Center intends to negotiate a sole source contract with Edstrom Industries Inc. for the purchase of an automated animal watering system. This system will replace the existing Edstrom equipment within the Veterinary Medical Unit and is designed to regulate water flow across 14 animal housing units using six pressure reducing stations. Key technical specifications include an auto flush feature for sanitization, reverse osmosis for purification, stainless steel components, and autoclave-compatible hoses. The system also features a clean joint fitting design to eliminate dead space and water conservation piping for reuse. Crucially, the system must remain functional via hospital generators during hurricanes due to the facility's proximity to the Gulf of Mexico. While this is a notice of intent for a sole source procurement under FAR 6.302-1, interested parties capable of meeting these requirements were invited to submit capability statements to the contracting office by June 6, 2014. The final determination regarding whether to compete the requirement remains at the sole discretion of the government.

The VA Office of Research and Development, Michael E DeBakey VA Medical Center (MEDVAMC), Research Department intends to negotiate on a sole source basis with Edstrom Industries Inc. pursuant to FAR 6.302-1, for the purchase of an automated animal watering system. The system will be used in the Veterinary Medical Unit (VMU) at MEDVAMC. The system is a replacement of the current Edstrom watering system located at the MEDVAMC. The system provides the following: -6 pressure reducing stations needed to regulate water flow through 14 animal housing units. -Auto flush feature to maintain water sanitization. -Reverse Osmosis to remove organics, particulates, ions/metals, and microorganisms from the water. -Stainless steel components. -Highly durable hoses able to withstand high temperature autoclave cycles for sterilization. - The Edstrom system has a "Clean Joint Fitting" design which has internal surface area. This will eliminate dead space in pipe joints. -Water Conservation piping carries flush water back to storage tank for reuse. -System is able to function during hurricane when powered by hospital generators. Due to close proximity to Gulf of Mexico, this is a requirement. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than June 6, 2014, (3:00PM, EST). Interest/capability statements may be sent to Travis Gibbons at contact@example.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
