The U.S. Small Business Administration (SBA) is considering a waiver of the Nonmanufacturer Rule for several specialized manufacturing categories related to irradiation and X-ray equipment, including irradiation apparatus, CT/CAT scanners, fluoroscopes, X-ray generators, and related devices under NAICS code 334517. This rule typically requires contractors on federal small business set-aside contracts to supply products manufactured by small businesses, but the waiver is being sought because there are currently no small business manufacturers in these product categories participating in the federal market. If approved, this waiver will allow qualified nonmanufacturer dealers to provide products from any domestic manufacturer for contracts designated for small businesses, service-disabled veteran-owned small businesses, or SBA’s 8(a) Business Development Program. The SBA invites the public to submit comments or source information within 15 days from the date of publication on this proposed waiver. The request reflects the SBA’s authority under the Small Business Act to waive the Nonmanufacturer Rule in instances where no small business manufacturers have recently participated in the federal marketplace within the previous 24 months. Interested parties can contact Program Analyst Edith G. Butler for further information or submit their input to the SBA’s Office of Government Contracting. This action aims to facilitate federal procurement for complex irradiation and imaging equipment where small business manufacturers are not available, thereby supporting efficient sourcing while maintaining opportunities for small business contractors.

6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.
