SPAWAR Systems Center Pacific intends to award a sole-source, indefinite-delivery/indefinite-quantity contract to Brandywine Communications for the procurement of parts, modules, and new systems for the Navy's ruggedized Time and Frequency Distribution System. This effort supports both shore and fleet users, specifically focusing on the Navy submarine communication community and the Virginia Class submarines. Brandywine Communications is identified as the proprietary source for the necessary technical data, drawings, and troubleshooting guides, making them the only responsible source capable of fulfilling the requirement without causing unacceptable logistical delays or substantial duplication of costs. The contract has an estimated value of 4.2 million dollars with an anticipated performance period of one base year and four optional one-year extensions, totaling five years. Classified under NAICS code 334519, the program ensures full life cycle support for TFDS modules, which are recognized as a program of record under the President's budget. This procurement is conducted under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1 due to the unique mechanical specifications and proprietary nature of the equipment.

Full Description

SPAWAR Systems Center Pacific (SPAWARSYSCEN Pacific) hereby publicizes its intention to solicit, negotiate, and award a sole-source, indefinite- delivery/indefinite-quantity contract with Brandywine Communications of Tustin, CA for a follow-on contract to N66001-09-D-0015, which expires in April 2014. This action will provide both shore and fleet users with parts and modules for various configurations of the Navy's ruggedized Time and Frequency Distribution System (TFDS), which is specifically fabricated for the Navy submarine communication community. It will also provide for the procurement of new TFDS systems for Virginia Class submarines. Brandywine is the proprietary source of the TFDS drawings, technical data, and troubleshooting guides. Brandywine modules are mechanically different that other timing systems (in size and connectivity). Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The TFDS is a program of record under the President's budget. National Stock Numbers (NSN) have been assigned to all TFDS modules and full life cycle support is provided to all TFDS modules under this program of record. The use of any other source for this acquisition would result in unacceptable delays because of the logistical burden of implementing a competing system(s) for fielded equipment (e.g. supportability, training, spares, drawings, installation support, etc.). The additional cost of introducing a competing system would not be offset by potential cost savings from a competitive procurement. Therefore, it has been determined that Brandywine Communications is the only source that can perform this effort without substantial duplication of costs. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing this equipment may be considered by the agency. Interested parties shall identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any capabilities, comments, questions, or concerns regarding this notice may be submitted IN WRITING via e-mail to contact@example.gov. A determination by the Government to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 334519, and the size standard is 500 employees. The anticipated period of performance will be approximately one (1) year with four (4) option periods of one (1) year each, for a total possible performance period of five (5) years. The estimated value of the effort is $4.2M. Questions and/or responses are due by 16 May 2013.
