General Construction Job Order Contract (JOC)

NIWC Pacific is competitively soliciting a single-award, indefinite-delivery, indefinite-quantity Job Order Contract (JOC) set aside for participants in the SBA 8(a) Business Development Program. Under NAICS 236220, the contract provides general construction services, including minor new construction, maintenance, repair, rehabilitation, alteration, and renovation of real property. The scope of work encompasses electrical, mechanical, HVAC, fire suppression, structural repair, roofing, paving, interior finishes, and engineering design. Performance will take place within the NIWC Pacific area of responsibility, specifically focusing on the San Diego metropolitan area, including Naval Base Point Loma and Naval Base San Diego. The contract features a 24-month base period with one 36-month option period, for a potential total duration of 60 months. Work is executed through firm-fixed-price task orders priced using predetermined unit prices and the awardee's proposed bid price coefficient, with pricing based on R.S. MEANS cost software. Key requirements include the provision of a Site Safety and Health Officer, adherence to Unified Facilities Guide Specifications and international building and fire codes, and the management of Controlled Unclassified Information.
