The United States Army Contracting Agency Southern Region, Yuma Directorate, Yuma Proving Ground intends to award a firm-fixed price, sole source contract to Laser Techniques Company, LLC for a Turnkey Laser based Mapping Inspection System for 81mm Inconnel Mortar Cannon Gun Tubes. As the Original Equipment Manufacturer holding proprietary data rights to the hardware and software, Laser Techniques Company is identified as the only source capable of providing a system that matches the form, fit, and function of existing equipment. This acquisition is conducted as unrestricted and follows Federal Acquisition Regulations Part 12 for commercial items. The requirement consists of a single unit of the completed inspection system. While the government intends to negotiate directly with the OEM, the notice allows other interested firms to demonstrate their technical capability to meet the requirements. Responses from alternative providers were required by April 26, 2007. To protect proprietary information, the agency mandated that all interested parties conduct their own research regarding the specific technical specifications of the system.

The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
