EPA Region 8 intends to award a single-source, firm-fixed price purchase order to Awareness Technology, Inc. for one new ChemWell 2910 automated ELISA analyzer. The procurement includes OEM installation and training, a one-year on-site service contract, and a two-year extended warranty, with delivery to the EPA Region 8 Laboratory in Lakewood, Colorado. This specific platform is required to maintain consistency with EPA Method 546 cyanotoxin analyses and avoid the significant costs and time associated with re-validating a different system. While this is not a formal request for quotations, the agency is accepting capability statements from firms that can provide the new instrument along with authorized installation and warranty services. Interested parties must submit their UEI and relationship to Awareness Technology, Inc. to the primary point of contact by 4:00 PM Eastern on September 24, 2026. Proposals for alternative instruments will not be considered, and the final decision to compete the requirement remains at the government's discretion.

EPA Region 8 intends to award a firm-fixed price purchase order on a single-source basis to Awareness Technology, Inc., Palm City, FL under RFO 12.102(a) for one new Awareness Technology ChemWell 2910 automated ELISA analyzer with OEM installation and training, a one-year on-site service contract, and a two-year extended warranty (EW-2910), delivered FOB destination to the EPA Region 8 Laboratory, Lakewood, CO 80225. This is not a request for quotations; no solicitation will be issued.
The laboratory has run EPA Method 546 cyanotoxin analyses on a Chem Well-platform analyzer since 2016 using ABRAXIS ELISA kits. Market research identified no other source able to furnish a new ChemWell 2910 with manufacturer performed installation, service, and warranty. A different platform would require re-validation estimated at six months and approximately $20,000 in test kits.
Firms that can furnish a NEW ChemWell 2910 with Awareness Technology performed or authorized installation, service, and extended warranty may email a capability statement to Schlenker.Ryan@epa.gov by 4:00 PM Eastern, September 24, 2026, identifying the firm’s UEI and its relationship to Awareness Technology, Inc. Responses proposing a different instrument will not be considered. The decision whether to compete this requirement is solely at the Government’s discretion. EPA will not pay for information received.
