66--Notice of Intent to Award

The National Park Service, Pacific West Region Channel Islands National Park, intends to award a sole source procurement action to Forest Technology Systems, Inc. (FTS), 1123 Fire Ave Ste C, Blaine, WA 98230-9702, for two remote automated weather stations at Anacapa and Santa Barbara Islands at Channel Islands National Park, located in Ventura, California. This supply purchase is being conducted under Simplified Acquisition Procedures (SAP) soliciting from a single source authorized by FAR Part 13.106-1(b)(1)(i). The anticipated award date is June 1, 2014. The North American Industry Classification System (NAICS) code is 334915, Other Measuring and Controlling Device Manufacturing. FTS is the only provider of automated weather stations that meet the standards of the National Fire Danger Rating System (NFDRS), allows the National Interagency Fire Center to monitor potential wildfire conditions, and is supported by the Bureau of Land Management (BLM) Fire Depot annual recalibration and sensor exchange to ensure uninterrupted quality performance of the weather stations. The proposed contract action covers supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals; however this notice of intent is not a request for competitive proposals. Inquiries and proposals received within five (5) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
