The Department of Veterans Affairs, through the NCO 22 Gilbert Network Contracting office, has issued a Sources Sought Notice and Request for Information to identify qualified sources for a gravimetric scale solution at the VA Loma Linda Healthcare System in California. This is not a formal solicitation but a planning effort to gather market research and determine the availability of capable vendors under NAICS code 334519, which has a size standard of 600 employees. The government is seeking a solution for a base period plus four option years that must fully integrate with the existing BD Pyxis IV Prep workflow platform for sterile compounding documentation, ingredient verification, and quality assurance without requiring the replacement of the current system. ***The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division-Seattle, intends to award, on a sole source basis and under the authority of Federal Acquisition Regulation (FAR) 13.501(a)(1), a contract modification to Sea-Bird Electronics, Inc. of Bellevue, WA for Sea-BirdTM oceanographic instrumentation and the repair and maintenance thereof. Under this modification, the period of performance end date will be extended from August 17, 2014 to February 15, 2015, pursuant to FAR Clause 52.217-8, Option to Extend Services, and additional funding will be authorized to cover related mission requirements through that extended period. ***The sole source determination is based on the authority of Title 41 USC 253(c) (1), as implemented in FAR 6.302-1, which states that full and open competition need not be provided for when the supplies or services required by the agency are available from only one responsible source. Sea-Bird Electronics, Inc. has been determined to be that one responsible source, as detailed in the redacted and attached Justification for Other Than Full and Open Competition (JOFOC). ***This notice represents the only official notice of this procurement, which constitutes a simplified acquisition under FAR Subpart 13.5-Test Program for Certain Commercial Items. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only Sea-Bird Electronics, Inc. can complete the work and provide the deliverables under this contract extension. However, other firms that believe they can provide products and services that fully meet the Government's requirements may submit substantiating documentation, in writing, to the point of contact identified below within 15 days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not an acceptable form of response to this notice. Questions concerning this announcement must be emailed to Mr. Keith Fowler at keith.fowler@noaa.gov or faxed to (206) 526-6025.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
