The 20th Contracting Squadron plans to issue a sole-source contract to Fraser-Volpe LLC for the acquisition of a Stabilized Portable Optical Target Tracking Receiver. This advanced device is a compact, lightweight laser target receiver capable of detecting a laser spot at long distances through binocular-like goggles. This procurement follows research and development findings and field testing that confirm the specialized nature of this equipment, making Fraser-Volpe LLC the only capable source. The action is authorized under 10 USC 2304(c)(1) and the Federal Acquisition Regulation 6.302-1, which allow for non-competitive contracting when only one responsible source exists that can meet the agency’s needs. The government has issued a notice under Fed Biz Ops Numbered Note 22, inviting other interested parties to demonstrate their capability to fulfill the requirement by responding to the specified RFQ within five business days. However, this announcement is not a solicitation for competitive proposals, and the government retains discretion on whether to proceed with competitive procurement based on responses received. No solicitation documents are available, and the government will not provide reimbursement for costs related to capability submissions. The contracting office is located at Shaw AFB, South Carolina, with Dawn J Aucoin as the point of contact for this procurement action.
