FY27 MACC
Solicitation # FA480326B0006
The FY27 MACC is a competitive small business set-aside, multiple award, design-build Indefinite-Delivery/Indefinite-Quantity (IDIQ) construction contract. Managed by the Department of Defense, the contract has a total aggregate maximum ceiling of 175 million dollars over a seven-year performance period, with a final delivery deadline of December 18, 2033. The scope of work encompasses a diverse range of minor construction, repair, maintenance, and renovation services, including the repair, replacement, or new installation of systems and components. Primary performance sites include Shaw Air Force Base, Poinsett Weapons Range, and the Wateree Recreation Facility, along with other remote sites. The government intends to award seven IDIQ contracts based on price and price-related factors, utilizing a seed project to rank offeror proposals from low to high. To be considered responsive, offerors must be registered in SAM, provide a past performance questionnaire, and demonstrate financial capability through a financial information request and notarized bonding capacity of at least 7.5 million dollars per project and 40 million dollars aggregate. Bids must be submitted in three separate volumes—Pricing, Contract Documentation (SF 1442), and Responsiveness Documents—via the PIEE Solicitation module by October 13, 2026. Contract administration requires the use of the Wide Area WorkFlow (WAWF) system for invoicing and payment. Awarded contractors must provide all labor, materials, equipment, and supervision, ensuring compliance with the Buy American Act, Trade Agreements Act, and state and federal ADA/ABA accessibility guidelines. Performance is subject to strict quality control systems per FAR 52.246-12, and all personnel must meet Shaw AFB base access and REAL ID Act identification requirements. Payment and performance bonds are required for each individual task order awarded.
