Full Description

Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Huachuca Division, DOC Operations Branch, 600 Augur Ave., Bldg. 22208, Ft. Huachuca, AZ 85613 intends to award a noncompetitive sole source contract to TELVENT DTN, LLC., 9110 W Dodge Rd Ste 100, Omaha, NE , 68114, to provide Internet Weather Service to monitor the current conditions of the training complex. The statutory authority permitting other than Full and Open Competition cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other supplies or Services Will Satisfy Agency Requirements. The proposed vendor provides us with the weather service that is current and extremely accurate that cannot be provided through any other service. The safety of the soldiers training would be in jeopardy if we could not provide them with an accurate weather condition report. Lightning is a severe threat to the safety of the soldiers training. The North American Industrial Classification System (NAICS) code for this procurement is 519190. This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
