66--NOTICE OF INTENT TO SOLE SOURCE

ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to REFRACTION TECHNOLOGY, INC., 1600 10TH STREET SUITE A, PLANO, TX 75074. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Refraction Technology is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for this product. The Government intends to acquire a commercial item using FAR Part 13.5. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later 4:00 CST on 9 Dec 2009. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this note. No RFP will be issued based upon the Notice of Intent. Requirements are as follows: The ERDC DAMES group currently deploys instruments to record seismic-acoustic-infrasound data for the Military Engineering (ME) and Geospatial Research Engineering (GRE) business areas. These arrays are required for persistent monitoring of denied-area threats, urban infrasound phenomenology, and acoustic-infrasound explosion and infrastructure characterization work for the next several years. The DAMES group specializes in the rapid deployment of tactical Seismic-Infrasound-Audible Acoustic-Meteorological (SIAM) arrays with great success in a variety of theater environments, such as PACOM and CENTCOM in the 0.5-100 Hz range for both seismic and acoustic realms. Thus, it is imperative to have adequately broadband sensors sampling the wavefield. The ERDC DAMES group is installing a test and calibration array onsite at the ERDC Waterways Experiment Station (WES). This state-of-the-art array will be a testing facility for the evaluation of new technology as well as the evaluation of existing systems and deployment procedures. The purchase of the integrated system will provide the equipment necessary to maintain ERDCs status as leader in the field of tactical denied-area data collections and the integration of this system with new components is integral to the success of future deployments. This capability will be instrumental in completing current and pending reimbursable GWOT projects for DIA, Army Military Intelligence concerns, DTRA, JTF-N, TSWG, OSD/DHS/JIEDDO, and 6.1/6.2 GRE/ME research and in initiating additional reimbursable and direct-funded military projects currently proposed. Quality Control. The contractor shall use their own internal quality control processes to ensure functionality of the sensors, connector cables, and complementary hardware in accordance with the need explained in this justification.
