The U.S. Geological Survey (USGS) is conducting market research to identify qualified suppliers capable of providing seismic digitizers and sensors that meet specific technical requirements. This announcement is not a solicitation for quotes or proposals, nor does it commit the Government to any contract award. Interested businesses operating under the NAICS code 334519, with a size standard of 500 employees, may submit product brochures and technical specifications electronically by a specified deadline to demonstrate their capability. The information gathered will guide the USGS's acquisition strategy, and no costs related to response preparation will be reimbursed. The seismic digitizer must support 24-bit digitized data on six channels, offer multiple sampling rates up to 5000 samples per second, and enable simultaneous recording and real-time data transmission via various media such as digital radio, cellular modem, and VSAT. It requires onboard data storage up to 64 GB, data backfill capability, low power consumption, and must be operable in extreme volcanic environments. The device must also support wireless and web-based configuration, use an NTP server, and allow data acquisition through seedlink. The seismic sensor must be lightweight, compact for burial in a 4-inch borehole, consume less than 120 mW, provide three channels with 120 seconds of data, offer digital leveling via software, and resist corrosive gases and water under similarly harsh environmental conditions.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
