Solicitation W911QX-15-T-0210 is a request for quotation issued by the Department of Defense for the procurement of one single photon source system. This acquisition is set aside for small businesses under NAICS code 334413. The required system consists of three primary components: a laser driver and laser head, a time-correlated single-photon counting module, and a single photon counting module, each with specific technical requirements regarding pulse repetition rates, wavelength, time resolution, and quantum efficiency. The contract requires delivery to the US Army Research Laboratory in Adelphi, Maryland, within 12 weeks of the award. Evaluation will be based on a tradeoff of technical capabilities, past performance, and price, with technical and past performance combined being significantly more important than price. The government may award the contract to an offeror that exceeds minimum technical specifications or offers a faster delivery time, even if they are not the lowest priced bidder. Proposals were due by August 24, 2015.

In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time: a) Laser driver Pulse repetition rate - broader range b) Laser head - higher power c) Time-correlated single-photon counting electronics - more channels, better electrical time resolution, shorter dead time d) Single photon counting module - better time resolution, higher quantum efficiency, fewer dark counts e) Delivery time - faster The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include 1 records of sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
