The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) intends to award a sole source contract to Geophysical Survey Systems, Inc (GSSI) upon the basis of the authority provided at FAR 13.106-1(b)(1), the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ERDC-CRREL has a requirement to procure one (1) SIR-4000 Field Deployable/Portable/Standalone Advanced GPR Data Acquisition System and supporting equipment. CRREL research projects require the GPR Data Acquisition Systems to satisfy a number of constraints in terms of size, operability and compatibility. The SIR-4000 Advanced GPR Data Acquisition System was determined by the technical researchers to be the only acquisition system capable of meeting the labs specifications. The system must include the following: Antenna Support - Compatible with all GSSI antennas Number of Channels - Records data from 1 single-frequency antenna or 1 dual- frequency antenna Data Storage - 32 GB Display - LED display with internal high brightness GPS - Data logged internally Display Modes - Linescan, Linescan plus O-scope, Wiggle trace Full 3D, 256 color bins are used to represent the amplitude and polarity of the signal Output Data Format - 32-bit Scan Interval - User-selectable, up to 400 scans/sec #of Samples per Scan -256, 512, 1024, 2048, 4096, 8192, 16384 Operating Modes - Continuous (time) or survey wheel (distance triggered) or point mode Time Range - 0-20,000 nanoseconds full scale, user-selectable Gain: manual adjustment from -42 to +126 dB Number of segments in gain curve is user-selectable from 1-8 Real-Time Filters - Infinite Impulse Response (IIR) - Low and High Pass, vertical and horizontal. Finite Impulse Response (FIR) - Low and High Pass, vertical and horizontal Advanced Filters - Migration, Surface Position Tracking, Signal Noise Floor Tracking, Adaptive Background Removal System Setups - Storage of an unlimited number of system setup files for different survey conditions and/or antenna deployment configurations Antenna Recognition - Automatic recognition of Smart Antennas to allow maximum compliant transmit rate Operating Temp - -20 C to 40 C external (-4 F to 104 F) Battery - 3 hour runtime in operating temperatures -20 to +40 C Transmit Rate - Up to 800 KHz (International) Available Ports - Antenna inputs analog and digital (one at a time), DC power input, Serial RS232 (GPS port), Accessory connector, HDMI video output, Ethernet to PC, USB 2.0 port, mini USB WiFi - yes Ethernet - yes USB Host - USB host with external keyboard support, USB flash drive support and USB HUB support Weight - less than 15 lbs (4.53 kg) with battery Storage Temperature - -40 C to 60 C (-40 F to 140 F) While there are other companies who currently manufacture GPR data acquisition systems, none meet the stringent requirements to deliver a robust radar system to support a variety of programs and projects throughout CRREL requiring field characterization of snow-covered terrains. Furthermore, GSSI provides the only product capable of generating output that interfaces with the lab's existing software, antennas, radar systems, and supporting equipment which are all compatible with GSSI's systems. Procuring a different system would require the development of new software and other supporting equipment; this is not cost effective given the considerable time and effort already invested by the lab. GSSI is the manufacturer and sole U.S. distributor for this highly specialized equipment and associated components. The associated North American Industry Classification System (NAICS) code is 334511, which has a size standard of 750 employees. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.
