This solicitation is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This RFQ is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and RFQ Number N00164-12-T-0254 is hereby issued as an attachment hereto. This RFQ is a non-competitive sole source award of a Firm Fixed Price (FFP) for various optical parts. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 with Elcan Optical Technologies, 450 Leitz Rd., Midland, ON L4R 5B8, Canada. It has been determined that Elcan Technologies is the manufacturer of this product with proprietary data essential for contract performance, and this requirement is a follow-on contract effort. CLIN 0001: 100 each; Fold Mirror, Receiver, P/N 6379425 CLIN 0002: 50 each; Reticle LED, P/N 6379440 CLIN 0003: 50 each; Boresight Mirror Assy, P/N 6379401 Required Delivery: 6 - 12 Weeks ARO The proposed contract action is for a supply for which the Government intends to solicit and negotiate with only one source, with Elcan Optical Technologies. All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the Government's Central Contractor Registration (CCR).
