The contract involves a sole source procurement by the ERDC Contracting Office, intended to be awarded to Endevco Corporation under the authority of FAR 13.5 and conducted using Simplified Acquisition Procedures. Endevco is recognized as the only responsible source capable of fulfilling the government’s unique requirement to supply high-G accelerometers essential for rerunning costly field tests. These accelerometers, with force ranges of 200 G, 2KG, 6KG, and 20 KG, are critical for acceleration measurement support in the ongoing Joint Improvised Explosive Device Defeat Organization Hard Impact Program at Fort Polk, Louisiana. The contract seeks to acquire these commercial items under FAR Part 12 due to Endevco’s longstanding reliability and compatibility with the research program’s instrumentation, software, and hardware. The government has invited other organizations to submit their capabilities and qualifications by March 24, 2010, to determine if competitive procurement is feasible, although it explicitly states that oral communications are not acceptable and no formal Request for Proposal will follow this notice. The SM&I ITL branch has a 25-year history of using Endevco accelerometers, which have significantly reduced the need to repeat expensive tests due to their accuracy. The solicitation number is W81EWF-0062-5839, categorized under NAICS code 334519, and inquiries are directed to the government contact with the notice referencing this solicitation number.
