NASA's Langley Research Center seeks engineering and ground station support services to monitor, maintain, and modify the laser transmitter and data delivery system of the CALIPSO satellite. Launched in April 2006, CALIPSO is a mission focused on studying clouds and atmospheric aerosols that influence Earth's weather, climate, and air quality. With the mission extending beyond its initial three-year span, the contract involves sustained on-orbit operations, software updates, and payload system maintenance. The contract is planned for a two-year period with options to extend for an additional two years and one more year respectively. The contract will be negotiated with Ball Aerospace and Technologies Corporation (BATC), the original developer of the CALIPSO LIDAR system and control systems, designated as the sole source provider due to their unique expertise and proprietary knowledge. While NASA encourages other responsible sources to submit their capabilities and qualifications, the government may choose to bypass full competition based on responses. No commercial item procurement under FAR Part 12 is intended, and communication regarding interest must be submitted in writing by July 9, 2009. The notice also emphasizes that oral communications are not acceptable for responses, and an Ombudsman has been appointed to address any concerns in the procurement process.
