The contract concerns the procurement of three units of a test kit identified by NSN 7H-6625-016774949-X5, with delivery to the Defense Logistics Agency Distribution Center in Norfolk, Virginia. The Government intends to award this contract through a sole-source negotiation under FAR 6.302-1 because it does not own the rights to the data required for purchasing or repairing the part from other sources, and reverse engineering the part is deemed uneconomical. While this is not a request for competitive proposals, interested parties have the opportunity to express their interest, capability, or submit proposals within 45 days (or 30 days if an award is made under an existing Basic Ordering Agreement) from the publication date. The Government will consider all responses to determine whether to pursue a competitive procurement at its discretion. The contract is managed by the Navsup Weapon Systems Support Office in Mechanicsburg, Pennsylvania, under solicitation number N0010426QBW57, with a response deadline of July 20, 2026. The award will be made only if the offeror and the product or manufacturer meet specific qualification requirements outlined under FAR clause 52.209-1. This procurement does not utilize the policies in FAR Part 12 regarding commercial items, though parties may indicate interest in providing commercial items within 15 days of the notice. Additional information and qualification requirements can be obtained by contacting the contracting officer, Melissa A. Furness. The overall approach emphasizes safeguarding proprietary data rights while maintaining an openness to potential sources that can meet the Government’s needs.
