The Department of Defense's Naval Air Systems Command (NAVAIR) at Lakehurst, NJ is seeking to procure thermohumidigraph devices to replace its older temperature and humidity data loggers/recorders. These devices are critical for accurately measuring, displaying, recording, and archiving ambient environmental temperature and humidity conditions aboard Navy ships and shore-based laboratories to ensure compliance with Navy calibration facility standards. The equipment must adhere to detailed specifications outlined in the Calibration Standards Specification (CSS 07-1084), which mandate precise operational ranges, accuracy, backup power capabilities, data retention for at least one year, user-friendly digital and graphical displays, alarm functions for parameter limits, and the ability to transfer data without interrupting ongoing measurements. The initial purchase will consist of 137 units, with a potential total of 1,250 units over three years. The procurement process involves a two-phase evaluation: Phase I assesses proposals based on technical merit, past performance, management, logistics, warranties, and pricing, with technical considerations given the greatest weight. Phase II entails testing bid samples from competitive offerors. The devices must meet stringent requirements such as continuous recording during power outages of at least 8 hours, digital data resolution with frequent updates, calibration stability over a 12-month interval, and reliability exceeding 1,500 operational hours with 95% statistical confidence. The thermohumidigraphs will include detachable external sensors capable of remote monitoring, user-adjustable units (Fahrenheit and Celsius), and protective features against accidental data loss. The solicitation was to be issued by mid-August 2003, with contracting managed by a designated officer at the Naval Air Warfare Center Aircraft Division.

The Naval Air (NAVAIR) Systems Command, (NAVAIR Lakehurst, NJ) intends to procure thermohumidigraphs to update/replace the current inventory of older model temperature/humidity data loggers/recorders. A Temperature and Humidity Recorder is a device that is capable of measuring both temperature and humidity environmental conditions and then graphically displaying and recording the results. Their principal function is to measure the prevailing ambient temperature and humidity to ascertain if these conditions are within suitable parametric ranges in order to facilitate calibration. This equipment is intended for use by Navy personnel in all shipboard and shore based laboratories to monitor and record the ambient temperature and humidity conditions to ensure compliance with environmental requirements set forth in the Facilities Requirements for Navy Calibration Laboratories Document (17-35FR-06). Furthermore, permanent records of the ambient conditions in a specified area during a specified period of time must be kept for verification and as part of the quality assurance. A Calibration Standards Specification (CSS 07-1084) was developed to define the Temperature and Humidity Recorder performance and use requirements. Highlights of the CSS are listed below. The solicitation will cite two evaluation phases: Phase I will include evaluation of the offeror's proposal in accordance with the evaluation factors cited in the solicitation. Preliminary best value criteria are cited below. Phase II shall consist of bid sample testing from offerors determined to comprise the competitive range after evaluation of Phase I. Offerors selected for Phase II will be required to submit their sample unit/units within 14 days of the Government's request to provide the sample/samples. Best value criteria will consist of: technical, past performance, logistics/warranties, management and pricing. Technical will be significantly more important than other criteria. Ease of use, functionality, technical ratings of firmware/software, display capability and expandability will all be considered as part of the technical evaluation. Award will be made to the best value offeror in accordance with evaluation factors contained in the Firm Fixed Price solicitation. The initial order will be for 137 units and the possibility of a total of 1,250 units over a 3 year period. The Request for Proposals (RFP) will be made available on the following website: http://www.navair.navy.mil/doing_business/open_solicitations/.The estimated issue date for the solicitation is 11 August 2003.
