The USDA, ARS, LSO intends to solicit and negotiate with only one source Steris, 2424 West 23rd St., Erie, PA 16506 to upgrade two Steris Eagle 2000 Gravity Sterilizers to Eagle 3000 gravity specifications to meet current performance and safety standards. This involves replacement of the entire control system with Steris 3000ISO controls, replacing Bio-Seals, adding Steris trap cooling modification kit, adding Steris jacket water sensor and adding Steris impact printer and accessories. These modifications will make the two existing units equivalent to new units. The BioSeal will increase biological security by preventing leaks. The control system will upgrade performance and add new levels of safety in operation. This upgrade will also allow easier interface with existing monitoring systems. The impact printer will produce more permanent records of operation. The trap cooling modification will greatly reduce the amount of cooling water required, which will reduce laboratory water and sewage costs. This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 7 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Steris without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is August 23, 2005. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer.
