The Department of Veterans Affairs, VISN 6, is conducting market research in preparation for a solicitation anticipated in mid-2018 for a Coagulation Cost-per-Reportable Test Blanket Purchase Agreement. This procurement will cover all medical centers within VISN 6 as well as several VA Health Care Centers. The equipment sought must be capable of performing a range of coagulation tests including PT/INR, APTT, Fibrinogen, D-Dimer, Anti-Xa (for low molecular weight heparin), and UFH testing, the latter specifically required when setting up new analyzers. To facilitate vendor engagement and education, a Vendor Day is scheduled for December 6, 2017, at the Salem VA Medical Center in Salem, Virginia. Vendors will have the opportunity to demonstrate their equipment to laboratory personnel from each facility, with four-hour presentation slots available on a first-come-first-served basis. A second day may be added depending on vendor interest. Participation in this Vendor Day is at the vendor's own risk and expense, with no reimbursement for preparation or travel costs, and the Department of Veterans Affairs disclaims any liability from such involvement. This event and its associated special notice are strictly for market research and information gathering purposes only and do not constitute a solicitation or a binding contract. Vendors interested in presenting must respond by November 20, 2017, to secure a presentation slot. Any proprietary information submitted will be kept confidential in accordance with regulations, but responses cannot be accepted as offers. This process aims to assist the VA in better understanding available coagulation instruments and technologies for an efficient future procurement.

J025--NEW CART MAINTENANCE AND REPAIR
Solicitation # 36C24627Q0057
Solicitation 36C24627Q0057 was issued by the Department of Veterans Affairs, Network Contracting Office 6, for a base year plus four option year service contract to provide preventive maintenance, inspection, troubleshooting, and repair services for government-owned golf carts and utility vehicles at the Hampton VA Medical Center in Hampton, Virginia. The intended scope of work included tire rotations, battery water level checks, lubrication of friction areas, and general repairs with a not-to-exceed value of 125,000 for parts and labor not covered in the regular maintenance cycle. The contract was designated as a Service-Disabled Veteran-Owned Small Business set-aside and required the contractor to provide all necessary personnel, tools, and transportation for vehicle pickup and delivery. However, via Amendment 0003, the Government has canceled this solicitation in its entirety. This decision followed a review of clarification requests from vendors, which revealed that the Performance Work Statement required substantive revisions regarding the scope of services, equipment specifications, contractor responsibilities, and pricing requirements. Consequently, no award will be made under this solicitation to ensure that any future procurement is based on a clearly defined and consistent set of requirements. Interested vendors are encouraged to monitor SAM.gov for a potentially revised solicitation.
