The 36th Contracting Squadron plans to award a sole-source contract to Coastal Environmental Systems for the provision of weather sensors, data accumulation and distribution equipment, associated support, structural installations, and technical and personal services. These resources are required to support the installation of two new instrumented landing systems (ILS) on a runway, which will facilitate Category 1 instrument approach procedures. The equipment involved includes the AN/FMQ-19 AMS—a comprehensive meteorological instrument suite and IT assets—previously fielded through a competitive contract up to FY06 as part of the Air Force Weather Weapon System Program. The sole-source decision is justified under Federal Acquisition Regulations due to the unique availability of Coastal Environmental Systems’ capabilities. Although this is not a request for proposals, other interested parties are invited to submit capability statements and relevant data by September 12, 2007, to demonstrate their ability to fulfill the contract requirements. Submissions must be concise and clear but will not be paid for nor directly lead to a contract award. The responses will inform the Contracting Officer’s assessment of potential sources. If no viable alternative sources present themselves by the deadline, the contract will be awarded to Coastal Environmental Systems. The action is managed by the 36th Contracting Squadron under the Department of Defense, with Edna V. Martinez serving as the primary contracting specialist contact.
