AI Contract Overview
The Department of Veterans Affairs is seeking information from potential suppliers regarding an automated liquid handling system under a Request for Information (RFI) issued for planning purposes only, not as a solicitation. The system must meet a detailed set of mandatory salient characteristics, including eight independent pipetting channels, precise volume control from 0.5 µL to 1,000 µL, non-contact dispensing down to 0.2 µL, compatibility with varied liquid types, use of positive displacement tips, liquid level and well-bottom sensing, integrated vision verification, and a coefficient of variation under 5% at 0.5 µL. It must support high-throughput processing of 500 to 1,000 cases per batch, integrate into existing lab workflows through an external API, offer real-time monitoring with safety interlocks, minimize consumable waste, and feature user-friendly software. The system will be deployed at the Southern Arizona VA Health Care System in Tucson, Arizona, where the Government will provide laboratory space, power, and network access but no other equipment. Installation must be coordinated with SHIELD staff, and on-site training will be required if included in any future procurement. All equipment must come with standard warranties and be capable of meeting VA IT security requirements tied to MOU/ISA documentation and Certification and Accreditation processes, though no sensitive data will be processed. Respondents must provide a capabilities statement addressing each salient characteristic, along with detailed information on their business size under NAICS code 334516 (1,000-employee threshold), their status as a small, veteran-owned, HUBZone, or other socioeconomic category business, and whether they are the manufacturer or authorized distributor. They must confirm compliance with the Non-Manufacturer Rule, Buy American Act, and limitations on subcontracting under 13 CFR §125.6. Respondents are required to indicate if their solution qualifies as commercial off-the-shelf (COTS) items, whether they hold any federal supply schedules or government contracts, and to provide their SAM.gov UEI and CAGE code. Pricing information is explicitly requested but intended solely for market research and will not influence any future award decision. Lead time, system lifespan, FDA clearance status, and availability of leasing options must also be disclosed. Responses must be submitted via email by May 22, 2025, at 10:00 AM Pacific Time and are strictly for informational use; they do not obligate the Government
