DESCRIPTION: The Baltimore VAMC requires the contractor to deliver within 60 days from contract award to the VA medical facility warehouse below during normal business hours from 8:00 a.m. to 3:30 p.m. (EST), Monday through Friday:

CONTRACT TITLE: Irradiator for Humanized Mice Core BACKGROUND: The VA Maryland Health Care System (VAMHCS) Research and Development (R&D) Service has received FY26 Lab Animal Major equipment (LAM) funding to establish a colony of ~400 mice with humanized immune systems. This will allow VAMHCS scientists to create more relevant animal models for preclinical biomedical research. Humanized mice enable the study of human immune mechanisms that underlie diseases disproportionately affect Veterans, including chronic viral infections (e.g, HIV), cancer, neuroinflammation, age-associated immune dysfunction, Gulf War Illness (GWI) and PTSD. Thus, humanized mice are crucial for bridging the gap between animal research and human clinical application, allowing for more accurate, "personalized" testing of treatments for Veteran-specific health challenges.
4. SCOPE: To create humanized mice, immunodeficient newborn pups will be exposed to x-ray radiation to irradicate their immune systems. Human CD34+ Hematopoietic Stem Cells (HSCs), isolated from human cord blood, will then be injected into mice and this will develop into immune systems which will have 30-70% human characteristics. Treatments will then be trialed to better understand the molecular scientific mechanisms of how the disease interacts with the treatment. 5.1.2 Subtask 2 - Contract Management. Prepare a Contract Management Plan describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout Contract execution. Provide a monthly status report monitoring the quality assurance, progress/status reporting and program reviews applied to this contract. The contractor will include delivery, equipment installation and training, and a one-year warranty in the purchase price. Deliverables: The equipment installation and training status report generated by the installation technician upon completion of installation and training. 6. PERFORMANCE MONITORING: Principle Investigator will ensure validity of work in cooperation with sales engineers if the need arises. Technical support is available for the equipment by phone and email for the project. On-site consulting M-F 7:30 AM-5 PM EST with advanced notice is also available at extra charge. 7. The P.I. and vendor will discuss any special requirements for sample shipping and set up. Items will be packaged and itemized on all invoices. The equipment will be delivered to the main receiving dock at 10 N Greene St, the dock is approximately 4 feet high, 10 feet deep, and 20 feet wide-

A box truck is recommended for delivery rather than a semi-trailer because of the navigation to the dock from the street. Upon delivery the components of the irradiator will be unloaded and unpacked, positioned in rooms BB-120 then assembled. The dimensions of room BB-120 are 175 square feet. Usage training will then be provided. e. Inspection and Acceptance Criteria. Acceptance based on quality of performance at set-up. Dose mapping and a radiation survey will be conducted by the vendor using handheld multi-radiation survey meter on the entirety of the unit. This is to ensure compliance with FDA requirements of an emission limit of 0.5 mR in one hour at any point 5 cm from the external surface. 10. RISK CONTROL: There are no risk factors of concern, VAMHCS Radiation Safety has noted x-ray irradiators are self-shielded without a radioactive isotope. The vendor will ensure that the irradiator is compliance with FDA requirements of an emission limit of 0.5 mR in one hour at any point 5 cm from the external surface.
