This action is authorized under GSAR Subpart 538.7104-3 and is designed to maintain service continuity while a long-term Blanket Purchase Agreement is competitively procured. The bridge contract will cover a six-month performance period from October 1, 2026, through March 31, 2027, with one optional six-month extension running through September 30, 2027. Siemens Healthcare Diagnostics, Inc., currently performing under contract 36C24226A0008, is the sole proposed awardee due to its existing infrastructure, system compatibility, and operational familiarity with the VA’s clinical workflows. The contract is not competitive, but the Government is soliciting voluntary capability statements from other responsible sources through July 25, 2026, to inform its decision not to compete. All responses must be emailed to Lindsay Goldsmith, Contracting Officer, and do not constitute formal offers. The place of performance is the VA medical facilities within VISN 02 in Upstate New York, while the contractor is based in Tarrytown, New York. This bridge award supports the transition to future equipment installation and validation, requiring the contractor to assist in phasing out legacy systems and preparing for handover to the next awardee. The acquisition falls under FSC 66, Group 605-1A, and NAICS code 334516. No pricing details are disclosed as this is a notice of intent, not a solicitation with cost proposals. The Contracting Officer retains full discretion over whether to proceed without competition, regardless of submissions received. There are no specified evaluation factors, inspection criteria beyond service continuity, packaging requirements, payment details, or accounting codes provided. The Government will handle all acceptance decisions at the service locations, and no COR or COTR is identified. The sole-source determination is based solely on the need for operational stability in life-sustaining diagnostics during the transition to a competitive long-term solution.
