The Department of Veterans Affairs, through Network Contracting Office 4, intends to award a sole source contract to SCANCO USA, Inc. for the replacement of the X-ray source (Hamamatsu L0101) and associated on-site installation, pre- and post-repair support services for the SCANCO MicroCT50 system at the Philadelphia VA Medical Center. This action is justified under FAR 12.102(a) and simplified acquisition procedures, with no competitive solicitation planned, as the item is uniquely available only from the original equipment manufacturer. The procurement is a firm fixed-price open market order under NAICS code 334516, and the contract will be administered as a single-line-item order covering both the replacement part and all logistical support, including travel and shipping. All submissions must be emailed to the Contract Specialist by 12:00 PM EST on April 28, 2026, and must include a capability statement, technical documentation for the Hamamatsu L0101, a letter of authorization if applicable, and a sole source justification letter from the OEM. Vendor eligibility requires active registration in SAM.gov and compliance with socio-economic status disclosures under the small business size standard for analytical laboratory instrument manufacturing. The place of performance is clearly defined as the Philadelphia VA Medical Center, where installation and acceptance will occur, and while no formal evaluation factors, funding account codes, or packaging specifications are detailed, the government retains full discretion to determine award eligibility without obligation to proceed.
