The Department of Veterans Affairs, through the 252-NETWORK Contract Office 12 in Milwaukee, Wisconsin, is soliciting a combined synopsis and request for quotation for an in-vivo and ex-vivo muscle testing system with a laptop, identified by solicitation number 36C25226Q0549 and NAICS code 334519. The requirement is to acquire a new Aurora Scientific 1300B Muscle Testing System or an equivalent, along with a compatible laptop, to support ongoing VA research on skeletal muscle physiology, aging, and functional performance. The system must ensure methodological consistency and reproducibility of prior findings. The contract includes delivery, installation, calibration, and verification of full operational readiness at the William S. Middleton VA Hospital in Madison, Wisconsin, with installation to occur no later than 90 days after order receipt under FOB Destination terms. All equipment must be accompanied by calibration documentation, user manuals, technical documentation, and warranty information consistent with manufacturer standards. The system must be fully installed, calibrated, and operational before government acceptance, and setup must not disrupt ongoing research. Contractor personnel accessing VA facilities must comply with VA security protocols including visitor check-in procedures, though no access to patient records or information systems is anticipated. Payment will be made via Electronic Funds Transfer through the System for Award Management, and electronic submission of payment requests is mandatory.
