The Naval Air Systems Command’s Naval Air Warfare Center Aircraft Division in Patuxent River, Maryland, intends to award a sole source small purchase order to AGFA Corporation in Melbourne, Florida, for the procurement of eleven boxes of EQT1K00 16 mm x 250' Chrome 200 Range Film. Each box contains 42 rolls, and AGFA is identified as the sole manufacturer of this specific film, which is compatible with the Government’s existing cameras. The film must meet strict requirements, including having a tough estar base designed to resist tearing and brittleness, especially in extremely cold conditions encountered by cameras mounted externally on aircraft. This film’s durability supports high-speed camera operations at 500 frames per second, a critical specification for its intended use. The contract specifies that the film must feature sprocket holes on both sides with a .3000-inch pitch to ensure compatibility with current equipment. The Government underscores the necessity of these features because standard acetate base films become brittle and unsatisfactory under cold temperatures and high frame rates. This purchase will be conducted as a sole source procurement, given AGFA’s exclusive manufacture of this particular film, and no competitive proposals are being solicited. The notice of intent closes on September 16, 2005, with the processing point of contact being Sherri A. Guy, a contract specialist. The NAICS code associated with this contract is 333315, and the procurement is under the Department of Defense.

Full Description

The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Patuxent River, MD plans to award a sole source small purchase order to AGFA Corporation, Melbourne, FL for eleven boxes (packaged 42 rolls per box) of EQT1K00 16 mm x 250 Chrome 200 Range Film. AGFA is the sole manufacturer of the required film that is compatible with existing cameras and will satisfy the Government's minimum requirement for the intended use. The mandatory requirements for the film are as follows: the film must have an estar base which by design is tough, very hard to tear or break, does not become brittle when subjected to cold temperature and will withstand the force applied to the film when the high speed cameras are operated at a frame rate of 500 frames per second, the film must have sprocket holes on both sides of the film with .3000-inch pitch. The required film will be used in cameras that are mounted externally on the aircraft and become subjected to extremely cold temperatures, thus requiring the estar base film. The standard base film is acetate, which becomes very brittle and breaks easily when subjected to cold temperatures making it completely unsatisfactory for high frame rate operation and cold environment. These mandatory requirements must be met in order for the film to be compatible with existing cameras. The Government reserves the right to process this procurement on a Sole Source basis. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice of intent closes 9-16-05.

Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR will serve as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including specific support for SINCGARS, MUOS, and SATURN. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit with a modular RF Front End, and a minimum Mean Time Between Failures (MTBF) of 7500 hours. Security and architecture are central to the requirement, necessitating a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards and utilize standards-based modularity such as OpenVPX and VNX+. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and proactive obsolescence management. The anticipated timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, a contract award in the second quarter of FY28, and target fleet delivery by mid-2034.
