The U.S. Army Research, Development and Engineering Command Contracting Center intends to award a sole source, firm-fixed price contract for the procurement of multi-trigger units and optical triggers under the Test Program for Certain Commercial Items, authorized by FAR Part 13.5 and the Clinger-Cohen Act of 1996. The contract covers the purchase of three multi-trigger units for eight triggers and six optical triggers (Part # OT-2), with a targeted delivery date of March 1, 2010. The contract will be awarded to Instrumentation Marketing Corporation, located in Burbank, California, as they are the sole developer, manufacturer, and distributor of the required products. The procurement is classified under NAICS code 333315, with a business size standard of 500 employees. Proposals or expressions of interest must be submitted within five days of the notice's publication, by 2:00 PM Eastern Time on January 14, 2010, and must demonstrate why competition would be beneficial for future procurements. This sole source award is justified by the unique nature of the equipment and the necessity of maintaining system compatibility through manufacturer-performed firmware and software upgrades on existing Trajectory Tracker systems owned by the Army Test Command (ATC). ATC currently operates three Trajectory Trackers that support ongoing research, development, test, and evaluation (RDT&E) activities, requiring timely and compatible upgrades due to evolving tracking requirements. The government reserves the discretion to decide whether to pursue competitive offers based on the responses received, and no telephone inquiries will be entertained regarding this notice. Questions should be directed via email to the designated contracting officer.
