The U.S. Army Research Institute of Environmental Medicine (ARIEM), through the Natick Contracting Division, intends to award a firm fixed price purchase order to Qualisys North America, Inc. for the acquisition of updated indoor/outdoor camera systems. The existing cameras are over 15 years old, and the update is necessary to maintain compatibility with the laboratory's current software and calibration hardware. Qualisys is identified as the sole source provider because their camera systems uniquely meet the technical requirements and are compatible with systems used by another division within the same lab, allowing for potential system integration and expanded research capabilities. Market research was not conducted because Qualisys is the only vendor with the exact cameras required to maintain system stability and to meet the project’s timeline. The sole-source award is justified on the basis of proprietary compatibility needs and the need to maintain operational consistency with other divisions. No actions are planned to remove or overcome barriers to competition before future acquisitions related to this requirement. Interested parties were invited to express their interest to the contracting center by a specified deadline, although the current procurement is not a solicitation and no proposal submission is requested.

Full Description

Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (ARIEM), intends to award a firm fixed price purchase order on a sole source basis to: Qualisys North America, Inc., Deerfield, IL 60015. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: MPD has a need to update our current set of cameras. These cameras are at least 15 years old. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Qualisys is the vendor of choice because their cameras are compatible with our current set of software and calibration hardware associated with the system. These new cameras will be compatible with existing cameras used by another division in the same lab space (NSRDEC). This will allow us to combine systems if research questions require a data capture volume larger than one typically covered by a single 10-12 camera system. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: This vendor has the exact cameras that are compatible with the existing software. By using the same cameras it enables us to work with other divisions within NSRDEC. Qualisys is the only vendor that meets the specific criteria needed to maintain stability and can deliver within in the timeframe required for the study. 4. Any other facts supporting the use of other than full and open competition: This is an update that will allow us to maintain compatibility with other colleagues. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None at this time 6. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: contact@example.gov no later than 5:00 PM (EST) on August 21, 2011. Contracting Office Address: RDECOM Contracting Center - Natick CCAP-SCN, Natick Contracting Division Kansas Street, Building 1 Natick, MA 01760-5011 Point of Contact: Steven Streeter, Contract Specialist +1 (555) 000-0000 contact@example.gov
