NASA Langley Research Center intends to purchase Phantom v311 High-Speed Cameras and lens mounts from Vision Research, Inc. under FAR Part 12 for commercial items. This procurement is pursued as a sole-source acquisition because the proprietary software required to operate the cameras is owned by the manufacturer and is compatible with three existing Phantom v7.3 cameras already in use at the facility. The government has determined that seeking an alternative source would result in a substantial duplication of time and resources without expected cost recovery through competition. Interested organizations were invited to submit their capabilities and qualifications to the designated point of contact by August 30, 2011, to help the government determine if the procurement should be conducted on a competitive basis. All submissions were required to be in writing, as oral communications were not accepted. The contract is identified by solicitation number NNL11404915Q and falls under NAICS code 333315, with Cynthia C. Lee serving as the installation Ombudsman.
