The Federal Bureau of Prisons plans to award a sole source contract to Roche Pharmaceuticals, Inc. for approximately 31,500 bottles of TAMIFLU (Oseltamivir Phosphate), a medication used to treat infections from common flu viruses. Roche is the exclusive manufacturer of TAMIFLU, as no generic version is currently available. This procurement will be conducted under a sole source basis in accordance with FAR 13.106-1, meaning the government intends to negotiate only with Roche. While this notice serves to inform potential interested parties, it is not a solicitation for competitive bids. However, the government will consider any quotations or responses received within eleven days of the notice issue date to determine whether to pursue a competitive procurement. Interested parties must submit information clearly marked with solicitation number RFQ 100-0007-06 by September 5, 2006, no later than 2:00 pm EST to the designated address. Submissions received after this deadline will not be considered. The government’s decision to forego competition is discretionary and based on the responses received. For additional details or inquiries about this acquisition, David Porter or Delfina St Clair, Contract Specialists, can be contacted via phone or email as provided.

Foot and Mouth Disease (FMD) Vaccine Antigen Concentrate (VAC)
Solicitation # 12639527R0001
Solicitation 12639527R0001 is a request for proposals issued by the USDA Animal and Plant Health Inspection Service (APHIS) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The requirement covers the purchase, storage, and production of Foot and Mouth Disease (FMD) Vaccine Antigen Concentrate (VAC), the conversion of Government-owned VAC into usable finished vaccines, and the direct purchase of finished vaccines. The contract has a ceiling price of 800 million dollars and a long-term performance horizon, featuring five one-year ordering periods starting approximately December 1, 2026, with conversion and delivery of finished vaccines extending through November 30, 2044. The scope of work requires the contractor to produce VAC capable of yielding at least 1.0 million doses and maintain these materials on their premises under strict quality control and temperature standards. Because live FMDV is a Tier 1 Select Agent, the contractor must hold a select agent authorization issued by CDC/APHIS. Finished vaccines must be packaged to maintain temperatures between 2 to 8 degrees Celsius for 24 hours and include electronic temperature monitors. Award will be based on the most advantageous offer considering technical capability, past performance from the last five years, and fair and reasonable pricing. Proposals must be submitted electronically to Stephen Tees by November 10, 2026, at 1700 CT, organized into four separate volumes.
