(i) EPA Intends to purchase three years of RSMeans Building Construction, Landscape, and Site Work cost data from Gordian. The software subscription will provide access for approximately 150 EPA and state users and support the RCRA hazardous waste financial assurance program by providing current, reliable cost data for evaluating facility closure and post-closure care estimates.


(ii) The Government intends to award a sole-source purchase order using the simplified procedures for commercial products and commercial services under FAR Part 12. 
Award is anticipated on or about September 28, 2026.

(v) NO SOLICITATION IS AVAILABLE. This notice is not a request for competitive proposals. However, pursuant to Subpart 5.101(c)(4)(vi), all responsible sources may submit a capability statement which shall be considered by the Agency. Capability
statements must be received within the time set forth in this announcement to be considered by the Government. Each response should include the following Business Information:


  • Unique Entity Identifier (UEI)

  • Company Name and Address

  • Company Point of Contact, including Phone and Email

  • Capability Statement


Responses to this notice must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. The Government will not reimburse respondents for costs associated with responding to this notice.

In accordance with RFO FAR 12.102(a), the Government has determined that only one source is available to satisfy this requirement. The Gordian Group, Inc. is uniquely qualified because its RSMeans data is the industry standard cost data currently used by EPA’s hazardous waste cost estimation tool. The data provides the comprehensive and detailed pricing information necessary to support EPA’s closure and post closure cost estimates and is formatted for integration with EPA’s existing tools.


EPA’s market research identified other sources however, those sources either did not provide the complete range and level of detail required or provided data in formats that are not compatible with EPA’s existing cost estimation methodology. Use of another source would require significant modification or rebuilding of existing EPA tools, resulting in duplicative costs, delays, and potential inconsistencies in EPA’s cost estimates.
