The U.S. Army's Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), along with Project Manager Training Devices (PM TRADE) and Product Manager Live Training Systems (PM LTS), planned to recompete the Instrumentable-Multiple Integrated Laser Engagement System (I-MILES) Tactical Vehicle System (TVS) to support live training capabilities for various Army tactical vehicles and fixed equipment. This laser-based system facilitates Force-on-Force and Force-on-Target training for vehicles lacking embedded fire-control systems and supports various crew-served weapons. It is designed for integration with multiple existing training center instrumentation systems and to be deployed across numerous CONUS and OCONUS locations. The contract anticipated acquiring approximately 16,000 kits with a total funding estimate around $192 million, using a combination of firm fixed-price and time and material contract line items. Key activities originally scheduled included releasing a Sources Sought Notice, conducting industry engagement events, and issuing a final Request for Proposal followed by contract award targeted for late 2015. However, these efforts were placed on hold as of the notice date, with the draft schedule and sources sought notification rescinded. The Army sought technical capability statements from interested prime contractors demonstrating experience in developing live training standards, integrating various communications and training technologies, obsolescence management, software updates over wireless networks, system design and testing, and contractor support. Federally mandated preferences regarding business size and socio-economic status were also noted. The notification was a request for information, not a commitment to procure, and responses were initially due by August 2013.
