RFQ N00104-11-Q-Q961 This acquisition is being issued in accordance with FAR Subpart 13.1. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00104-11-Q-Q961 is issued as a Request for Quotation (RFQ). NAVSUP Weapons Systems Support (WSS), Mechanicsburg, PA has a requirement to acquire Avocent KVM switches and cables. The requirements sheet with “Ship To? information is attached. See the Brand Name Justification for Avocent KVM switches and cables below. NAVSUP WSS is soliciting small businesses for this requirement. The NAICS Code for this requirement is 334119 and the small business size standard is 1,000 employees. A firm-fixed price purchase order will be issued. The offeror shall provide a FFP amount for each item required. The contract will be awarded based on the lowest priced technically acceptable offer. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-53. A completed copy of FAR 52.212-3, Alt 1 Offeror Representations and Certifications - Commercial Items and 252.212-7000, Offeror Representations and Certifications Commercial Items shall be provided with the quotation. DESCRIPTION OF ACTION BEING APPROVED: This brand name justification is for the purchase of Avocent Switchview SC4UAD-001 Desktop 4-port KVM switches. 3. DESCRIPTION OF SUPPLIES/SERVICES: This procurement is for the purchase of: (150) Avocent Switchview SC4UAD-001 4-port, USB, DVI, Audio, KVM (150) 12ft. USB, keyboard, mouse, DVI cable set (450) 6ft. USB, keyboard, mouse, DVI cable set 4. IDENTIFICATION OF STATUTORY AUTHORITY: This acquisition is conducted under the authority of section 4202 of the Clinger-Cohen Act of 1996. 5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: Avocent Switchview SC4UAD-001 KVM is common criteria certified EAL4 and approved for sharing peripherals between computing systems of different classifications. The DISA Connection Approval Program (CAP) has approved the Avocent KVM for sharing peripherals and the STIG has the Avocent KVM listed as an approved device. Other vendor KVM equipment that has not been approved is not authorized on DoD network making this vendor uniquely qualified. 6. DESCRIPTION OF EFFORTS TO SOLICIT FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE: The proposed contract will be synopsized on the FedBizOpps website for government wide point of entry. 7. DETERMINATION OF FAIR AND REASONABLE COST: The Contracting Officer determines that the anticipated cost to the Government of the supplies/services covered by this justification will be fair and reasonable. 8. DESCRIPTION OF MARKET RESEARCH: Market research revealed that the Avocent KVM switches are special purpose devices and one of the only approved KVM switches for running multiple classifications. JCWC has standardized on these KVM switches for JCWC networks and deviating from this standardization would be a cost burden to JCWC. 9. ANY OTHER SUPPORTING FACTS: None 10. LISTING OF INTERESTED SOURCES: None 11. ACTIONS TO REMOVE BARRIERS TO FUTURE COMPETITION Future requirements will be evaluated to determine whether an alternate brand can be used. As information technology continues to evolve, other brands may become available for future acquisitions. Therefore, evaluations and technical improvements may make other products suitable for future procurements.
