Brandname requirement is based upon the authority FAR 6.302-1(2)(C)(ii) which allows for the purchase if it is considered a follow-on contract for the continued development of a system when the award would result in duplication of cost. This is true in this case as the purchase of this switch is to upgrade the NORAD/NORTHCOM (N-NC)/J625 Trusted Information Exchange (TIE) NIPRNet Portal Project. All the equipment currently in the switch room (approximately 500 plus pieces of equipment), is EMC Brand. Integrating a different switch with the EMC switches will: Decrease performance, stability and reliability; require approximately $200K of retraining of Air Force and contractor operators/maintainers; would require an additional support and maintenance contract; would increase the likelihood of downtime; will increase the risk of compromise of the NORAD/NORTHCOM mission. VII. Delivery FOB Destination to HQNORAD, Peterson AFB CO 80914 VIII. FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2004), applies to this acquisition. IX.
