The Center for Information Security Services plans to enter into a sole source contract with EnvoyWorldWide, Inc., a small commercial business based in Bedford, Massachusetts, to provide messaging and alerting notification services. This contract, governed by FAR Part 13 under the Commercial Items Test Program, aims to deliver highly reliable communications support tailored to the customer’s specific needs, including substantive messaging and alerting with a required service reliability of 99.5%. The system supports four priority levels for alert acceleration, allowing urgent messages to be delivered within five minutes to large recipient groups. To meet the stringent reliability criteria, the service operates across three geographically dispersed, hardened server farms with failover redundancy. If the monthly service delivery falls below the 99.5% threshold, EnvoyWorldWide must enhance its technical infrastructure in the following month to make up for any shortfall. The contract is valued at no more than $34,000 for a one-year period, emphasizing the unique capability of EnvoyWorldWide as the sole known source able to meet the reliability requirements. Maintenance activities require at least 48 hours' notice and are strictly limited in duration to minimize service disruption. This notification contract supports critical communication functions within the customer’s operational responsibilities. While this sole source action is authorized under 41 U.S.C. 253(f)(1) and FAR 6.302-1, the government invites responses from other interested parties within five days, although the decision to open competition remains at the government’s discretion. The contracting authority is the General Services Administration, Office of Acquisition Operations in Washington, DC, with Jon D. Faye as the contracting officer.
