HP Printer / Plotter equipment provides compatible hardware configuration with existing Department of State's output equipment and standardizes the level of consumables that the government must have on hand to support. With the simplified HP Name brand consumables such as ink and toner cartridges are interchangeable. DS has well over $100,000.00 in device interchangeable consumable materials supporting the HP product line. It would not be cost effective to the government to stock consumables for devices that are unique and of limited use. An identification of the statutory authority permitting other than full and open competition. The 41 USC 253(c)(1), and FAR 6.302-1 are cited as the statutory authority. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. As this is a brand name only justification, no one contractor's unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the most cost effective means to meet the DS desktop support requirement.
