The Louis Stokes Cleveland Department of Veteran Affairs plans to enter into a sole-source contract with Verizon for the installation and labor associated with Queworx applications at the Calcutta and New Philly Community Outpatient Clinic. This contract action is justified under FAR 6.302-1(a)(2)(ii)(A) due to the need to avoid substantial duplication of costs and to ensure compatibility with the existing system. The procurement falls under NAICS code 517110 and SIC code 1731. Although this notice signals a sole-source intent, it is not a solicitation for competitive quotes, yet firms believing they can fulfill the requirements have an opportunity to submit written notifications and supporting evidence within one calendar day of the notice publication. These submissions, to be sent via email to the Contracting Officer, will be evaluated, but the government retains sole discretion over whether to proceed competitively or not. The contract's emphasis is on continuity and compatibility with existing Verizon systems, which supports the sole-source justification. The notification process requires interested parties to demonstrate their capability and compliance through detailed evidence, allowing the government to consider alternatives while maintaining the discretion to finalize the sole-source award with Verizon. No telephone inquiries are permitted, and all correspondence must be via email directed to Antionette Collins, the Contracting Officer overseeing this acquisition. The procurement supports integration at VA outpatient clinics, reflecting a targeted effort to maintain system uniformity and operational efficiency in veteran healthcare facilities.
