The U.S. Army Information Systems Engineering Command (USAISEC) plans to award a sole-source contract to TeamInteractions for the purchase of twelve licenses of the EnterPlicity Project Management System. This procurement is justified under FAR 6.302-1, which allows for a sole-source acquisition when only one responsible source exists, and no other supplies or services can meet the requirement. The new system must maintain compatibility with the existing EnterPlicity software and hardware, including all upgrades, patches, replacement hardware, and continuous 24-hour technical support. Additionally, any new products introduced must not void existing warranties and must be interoperable with current Government-owned equipment and infrastructure. This notice serves as an announcement of intent to award rather than a solicitation for competitive bids. However, other firms interested in challenging the sole-source decision are invited to submit a letter of interest by March 22, 2010, demonstrating their capability to provide an equivalent solution. Responses will be reviewed to consider the potential for competitive procurement, though the final decision rests with the Government. All correspondence should be directed to Connie Quinn at the CECOM Contracting Center in Fort Huachuca, Arizona, with no cost reimbursement for responding. The contract falls under the NAICS code 541511, related to custom computer programming services, and involves the Department of Defense's software sector in Aberdeen Proving Ground, Maryland.
