70--Notice of Intent to Sole Source

ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Ingenuity Systems, 1700 Seaport Blvd, Redwood City, California 94063. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Ingenuity Systems is the only known source capable of meeting the Governments requirements due to the unique capability to provide support and service for the Ingenuity Pathways Analysis software program. The organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 11:00 AM CST on 10 March 2010. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
