Issued by the USDA Forest Service under solicitation AG-9A72-S-10-0003, this technology demonstration project engages AirSage, an Atlanta-based wireless information provider, to evaluate an innovative approach to collecting traffic and mobility data. The project utilizes anonymous wireless signaling data from mobile devices, specifically through Sprint and Verizon networks, to analyze the movement and location of populations. This data is intended to help agencies better understand travel demand and visitor demographics to prioritize investments and maintenance for public lands and transportation facilities amidst fiscal constraints. The scope of work focuses on vehicular traffic count and origin-destination services across several key California locations, including Joshua Tree National Park, San Bernardino National Forest, Cleveland National Forest, and designated areas along the Colorado River. The contract requires the implementation of specific technical requirements for data collection, the use of extrapolation algorithms, and detailed demographic analysis to provide insights into how populations move over time and respond to roadway disruptions or special events.

Full Description

AirSage, an Atlanta based wireless information and data provider, has developed a new approach to gathering data about mobility throughout a region or on specific roadways. AirSage analyzes anonymous location and movement of mobile devices, which is derived from wireless signalling data, to provide new insights into where populations, are, were or will be, and how they move about over time and in response to special events or disruptions to the roadway network. With increasing fiscal constraints, limited resources, and growing management challenges, the need to prioritize investments and maintenance of America's forests, parks, public lands, and transportation facilities has never been more pressing. Agencies must undertake extensive planning activities to better understand, among other things, travel demand and visitor demographics. This information provides a framework to guide decisions for actions, approved uses, and funding.
