The U.S. Army Research, Development and Engineering Command (RDECOM) Contracting Center at the Natick Division intends to award a firm fixed price purchase order on a sole source basis to Livermore Software Technology Corporation for the procurement of LS-Dyna software. This software is required by the Natick Soldier Research, Development & Engineering Center to conduct finite element analysis for wave propagation through armor materials, including low velocity impact simulations on foam padding. The sole source justification is based on LS-Dyna’s unique documented capability to accurately model the Impaxx foam material used in these analyses, which differentiates it from other finite element packages. Market research was conducted through literature and internet searches, confirming no alternative suppliers possess the necessary proprietary modeling capabilities. No barriers to competition or efforts to overcome them are noted, as the need for a specific software tool with unique qualifications precludes full and open competition. Interested parties were invited to express their interest and capability to fulfill this requirement by contacting the Natick Contracting Division before the specified deadline. The contracting office managing this procurement is located in Natick, Massachusetts, with Stephen Reffel as the contract specialist point of contact.

Nature and description of the supplies or services required to meet the agency's needs: The US Army Natick Soldier RD&E Center requires a finite element analysis code capable of estimating wave propagation through armor materials to include low velocity impact onto foam padding materials. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): A number of finite element packages exist that may be capable of modeling the impact problem, LS-Dyna is the only code with a documented ability to model the Impaxx foam known to the requestor. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was conducted via literature searches and internet searches and no other companies with this capability were found. 4. Solicitation # RFINovelOrMultifunctionalFibersYarnsCoatings-FinishesandFabricsForSoldierProtectionAndComfort(MFFYF)
The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. All submissions must be completely PFAS-free and avoid cyclic siloxanes, silicones, and heavy metal catalysts. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks. This announcement is for information gathering and planning purposes only and does not constitute a formal solicitation or a commitment to award a contract.
