The City of Santa Fe Public Utilities Department has entered into Amendment No. 1 to Munis Contract No. 3250248 with Advanced Utility Systems, a business unit of N. Harris Computer Corporation. This sole source agreement is for the implementation, continued development, and support of the CIS Infinity utility billing system. The amendment introduces a Phase 2 Statement of Work consisting of seven specific scopes, including the integration of system interfaces for ConserveTrack, OpenGov, Syncta, and the Customer Contact Center, an EBPP payment interface, scheduler implementation, a business process review, and utility billing tier rate changes to align with Bill No. 2025-25. Additionally, the contract provides for on-site support and optional professional services priced at 260 dollars per hour. This amendment increases the contract compensation by 2,416,966.61 dollars, bringing the total contract amount to a maximum of 5,910,526.61 dollars, excluding applicable taxes. To ensure sufficient time for the completion of these additional implementation activities and ongoing support, the contract term has been extended from September 27, 2029, through October 31, 2031. The procurement is justified as a sole source because Advanced Utility Systems is the only entity legally authorized to implement and maintain the proprietary CIS Infinity system.
