70--NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT to JACK HENRY & ASSOCIATES, INC. for the purchase of Synergy BDR SW License, Implementation, and Maintenance

FBO SPECIAL NOTICE NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Department of Veterans Affairs (VA), Office of Management (OM), Debt Management Center (DMC), requires one new Synergy Batch Document Recognition™ (BDR) software license, software implementation for the new license, and one 12-month period of maintenance for the new license. JACK HENRY & ASSOCIATES, INC. (JHA) is the sole owner and manufacturer of the ProfitStarsTM Synergy software products licensed by VA DMC, and is the sole source provider of implementation, upgrade, and maintenance services for the ProfitStarsTM Synergy software products in the United States. The period of performance will be from date of award for one 12-month base period, plus two 12-month option periods. VA will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This Notice of Intent is not a request for quotations. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
