The Mission and Installation Contracting Command, Army Testing and Evaluation Command, intends to award a sole source, firm fixed price contract to COMTECH EF DATA for the procurement of Carrier in Carrier capability, associated hardware, and codec upgrades for existing CDM-625 modems. This acquisition, identified by solicitation number W9115112T0502 and NAICS code 334111, is valued at 50,680.00 dollars. The upgrades are necessary for the United States Army Operational Test Command - Integrated Test and Evaluation Directorate to increase satellite bandwidth to a T3 capability, supporting critical testing for projects including JLENS, PATRIOT, and THADD Missile Defense Systems. Because COMTECH EF DATA is the original manufacturer and holds the proprietary rights, technical design packages, and software licenses, they are the only source capable of performing these specialized upgrades. The process requires the modems to be transported back to the manufacturer to be returned to factory settings and updated. This procurement is conducted in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as the government does not possess the technical data rights to support a competitive acquisition.
