70--Notice of Intent to Sole Source

USACE, Engineer Research and Development Center (ERDC) intends to issue a sole source award under the authority of FAR 13.106-1(b)(2) to MLC Cad Systems, 7365 Cemetery Hwy, St. Martinville, LA 70852. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements for the renewal of current Master Cam Software and Maintenance and the procurement of three (3) new Master Cam licenses for the Director of Public Works (DPW) Model Shop and Machine Shop. CNC Software, Inc (owner of Master Cam software) only allows MLC CAD Systems to sell to customers in the Vicksburg area. Master Cam Software is used to run the Thermwood router and the CNC lathe located in the Model Shop and Machine Shop. Any additional software purchased needs to match their existing Master Cam Software so that current design files can be used and interchanged with each other and not be recreated. MLC Cad Systems is the only known source capable of meeting the Government's requirement. The Government intends to acquire a commercial order using FAR Part 12. The North American Industry Classification System (NAICS) code for this requirement is 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, and the Small Business Size Standard is 100 employees. A firm-fixed price award will be made utilizing the Simplified Acquisition Procedures. This is not a request for competitive proposals and no solicitation is available.
