The Office of Acquisition Management (A/LM/AQM), Department of State (DoS), is processing this acquisition at the request of the Office of the Secretary, Executive Secretariat, Office of Information Resource Management (S/ES-IRM). This Justification and Approval (J&A) on a brand name only basis is for the use of HP printers. S/ES-IRM has identified HP printers as a key component of our information technology base. HP has a long term record of reliability which is supported by all industry reviews. S/ES-IRM provides information technology services and support for the Secretary, Deputy Secretary, Office of the Executive Secretariat and the principal officers of the Department. We need to use printers with proven results. Other printers we have introduced to the network have had less successful results. Our hardware technicians are HP certified and are experts at the repair and maintenance of the HP printers. There would be an additional expense to the government to maintain multiple brands of printers. We have standardized on a few HP models reducing the cost of maintaining our inventory of maintenance kits and toner. As this is a brand name only justification, no one contractor's unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the requirements of this office. HP printers have undergone test, assessment and evaluation and received final approval from our IT Configuration Control Board.
