The General Services Administration plans to award a sole source contract to Premier Wireless, Inc., based in Orange, California, on behalf of the United States Customs Service in Washington, D.C. The contract aims to procure the Queuing Measurement Vehicle Recognition System (QMVRS), an advanced technology designed to monitor queuing times of passenger vehicles entering the U.S. and enable Customs officers to automatically identify and target vehicles based on color, type, make, and model. QMVRS is an enhanced version of the previously tested Queuing Measurement System (QMS), which has been proven effective in measuring waiting times, vehicle counts, and processing throughput at the Mariposa land border crossing. Premier Wireless holds patent-pending rights to this unique system, and no alternative product meets the government's specific needs for this custom application. This acquisition will be conducted under sole source authority pursuant to FAR Parts 12 and 13.501(a), as the government has determined there is only one responsible source that can fulfill the requirement. The contract will incorporate standard commercial item provisions and relevant FAR clauses. Although this notice is not a solicitation for competing proposals, interested parties may submit capability statements to be considered in determining whether to compete the contract. The acquisition is governed by provisions current through Federal Acquisition Circular 2002-10, emphasizing the proprietary nature and specialized function of the QMVRS system in enhancing border security efficiency.
